  I wrote a Perl script which monitors the Meteor and updates HSP with
the CID (this all happens before the first ring), HSP then answers the
call based on the CID. Someone on here has been using my script for
awhile now with good success.

  I think you'll need to answer the call first before you can do that, so
it's down to software and not the modem.
There is a program called WinIVR which does this I think but again I've
not used that for many moons.
