Not sure it would even reach 33.6k if it was.  Is the phone line out in the
'sticks' with few other houses nearby? - if so then a single analogue line
may have been split.  If it has then the unit can be removed and you would
get a single standard analogue line.  It would be sited in the closest
available BT connection box.

OR, it may just be a bad phone line/connection, and the modem is dropping
to
33.6k.  That could also explain the disconnections.
