Looking at it, it's just an RF modulator and a 433MHz serial tx/rx pair for
hardware, and some software to control the PC.  You can buy the 433MHz
serial devices at http://www.maplin.co.uk and Girder (http://www.girder.nl)
will control your PC from the signals you send.  All you need is a GUI
which
looks nice on TV like Talisman (http://www.lighttek.com).
