If the ceiling really is plasterboard, then you'll probably find that
it's fixed to wooden battens, and it is they that are attached to the
joists.
By the sounds of things, you live in a flat/appartment? If so, and you
don't live on the ground floor, then you'll find that the joists are
spaced the same under your floor as over your ceiling, so a quick poke
under your floorboards with a tape measure

Is there a standard spacing for ceiling joists? I need a solid
ceiling fixing, but don't have access to the floor above. I think I
know where one joist is, but don't want to have to drill random holes
to locate a second. The house is victorian, but the ceiling is
plasterboard, but no fixings are visible.
