Might be more than you need; by try looking at www.alarmpoint.com.

I have used this, and the system simply chases you down, be it SMS,
Alpha-Pagers, Voice, email

'AlarmPoint sends messages using spoken voice or text via the most
appropriate mechanism (telephone, mobile, pager, SMS messages, email or
fax). AlarmPoint can call one person, a group of people or even a specified
number of people and won't give up until all the right people have
acknowledged the alarm. Staff can acknowledge alerts over the phone (major
benefit over paging and SMS) and can send commands back to the initiating
application using the phone keypad.'


If not, I just did a google search for 'SMS', 'Software' and 'TAP' (TAP
being the protocol you need for this) and it produces some simple freeby
stuff.

I'm on the lookout for some hardware (SMS Modem?) that will allow me
to send SMS messages from a Server via a command line utility. The
device must /not/ have the ability to receive phone calls, ideally it
should be capable of ONLY sending SMS messages.
