Haven't followed all of this thread, but

How about fitting an  'L' shaped pipe to the side of the bath, below the
water level required so that the top of the 'L' is at the required water
level height and having a leak sensor at the top?

Water floods into the pipe (perhaps a curved 'L' to avoid airlocks) and sets
off the water leak sensor. When the bath empties, the water drains away. Or
would condensation set it off?

Alternatively a small pressure flap/switch at the top of the closed pipe?

Just a thought.
