I don't think there is a command line interface, do you want to
control HV from the PC connected to HV or from another on the network?

There is something that you could use, HomeAutomator*, it will
provide a web front end to HomeVision as well providing a component
that can be used to send scripting commands to HV. It will work
across a network, but you will need a domain for remote scripting
(the web control will work without a domain).

* There is other software that links to HomeVision, but I wasn't
involved in writing it ;-)
