Can't answer the latter query, but with respect to differentiating
between incoming and outgoing calls, the Meteor sends a slightly
different message down the serial cable to a listening program when
the phone goes 'off hook' for you to make a call.

What it definitely doesn't do is send a message when the party you are
calling answers the phone.
