OT.Bandwidth availablity on ADSL

This may be OT or perhaps of little interest (or even inflammatory) to
those
without ADSL availability.
But since I had my ADSL installed (BT line - Easynet service) last Jan,
I
have noticed the speeds have become noticeably slow.
I am no expert on contention ratios and the like. But on my exchange
(London - Mayfair) the downloads are getting slower .
I know this may not be down to the exchange as there are many factors
...
etc.
Wondered if anyone else out there had the same and if it's worth
monitoring
with a tool like the one below:
