It really depends on what software you run on your PC but a
Powerflash module may we the answer,

The powerflash module will allow most things to send an X10 signal so
just connect the photocell to it.

The other option is a MS13 (motion detector) I use one (turned to
face the wall so that movement is not detected) to tell me if it's
dark..

If you are using ActiveHome as your software then I'm afraid you'll
probably end up having to get a dusk/dawn controller

More expensive is Homevision, to which you could attach a photocell
via the inputs...
