If the "main players" were all there do you not think it would survive?
 
If people think it'll die out before I create it then there's no real point.

I can set this up...but will it make any difference?  The OT post come from the long termers like you and I that already know the "rules".  The new people are the ones that post ON topic!
 
Anyway...I hate all that "Rules" crap you get on the Newsgroup - that's why the list is so good...not full of tw*ts telling you to read the FAQ and you're not allowed to post this or that.
 
Ho hum....no easy answer is there?
