Nope!
Are you talking about blocking messages from IP's (as Spam blocker does in
mdaemon) or blocking messages from a domain name / email address?
If IP's then you could add them to the Spam blocker cache.
If names or addresses then add them to Address suppression.
Both will refuse and bounce the message.

PS. You can also use IP screening to define which machines can or can not
connect.
