impact of 12v vs 24v

I was testing a couple of devices t day which are rated at 24V, I didn't
have a 24V supply t  hand so I used a 12V. One was a mini siren...the other
a fan.

Would these run louder/faster respectively at the rated 24V?

Oh and one other question....alarm type strobe lights (flashers) are there
any rules about how and where you can use them?
