Automatic local control

I've recently put an Appliance Module on the TV in the bedroom(thanks Homebase).  When I use the mini-timer on the bedside table (or any other method) to turn the TV off, it works UNLESS the TV is in standby, in which case it comes straight back to standby.
 
Homeseer is unaware of the modules reversion to On status, so I'm guessing local control is causing it.  Why?  And short of disabling local control what can I do about it?
TV is an old Sharp model if that's at all relevant.
