I can only suggest the obvious, usual safeguards:
- check out the sellers' feedback section before bidding - only use sellers
that have earned a good reputation from their previous customers.
- Use eBay's 3rd party payment services, where the payment is held by a
mutually trusted 3rd party until the goods are received, at which time it
is
released to the seller.
- Go and fill the feedback in for the seller, - however if he's truly a
rip-off artist that probably won't help, - he'll probably just register
under a new identity. (see point 1!)
- Contact eBay and invoke the fraud reporting system...
Nothing radical there I'm afraid!....
