I don't know is the simple answer, I encode in VCR2 (ATI proprietary) and then use virtualdub to convert to divx fast motion with MP3 audio compression. My poor little AMD 500Mhz processor doesn't cut it :(
 
I would guess at least 800Mhz

What sort of CPU speed do you need to encode in something like DiVx in real time?
