No, it "shouldn't" - the DHCP specification states that a client
will
attempt to renew its lease with the server after 50% of the lease duration
has expired, continuing at every 50% of the remaining period, until it is
either renewed sucessfully, or expires, in which case the client will then
repeat the DORA-DORN sequence to request a "new" IP address.

- IE, "if" the lease period was 30 minutes, (Which if true is
staggering!)
the client would attempt to renew the lease after 15 minutes (50% of 30),
if
that failed, it would attempt to renew again after anothe 7.5 minutes (50%
of the remaining period of 15 minutes), if that failed, then again after
another 3.75 minutes (50% of the remaining 7.5 minutes) and so on....

a renewal should always result in the same IP address being used - the
lease
is still valid for the client, so the address cannot have already been
offered to any other client.
