Lamp modules and Appliance modules do not need the leakage to pick up the
X10 signal as they have a direct connection to Live and Neutral.

The modules that MUST have a leakage current to work are the ones WITHOUT a
neutral connection, eg Wallswitches which only connect to Live and Load.

Your other comment regarding leakage from dimmers is correct. Lutron (and
some other companies)incorporate a relay to give the total disconnection
when the circuit is off. One big advantage of this method apart from the
increased safety factor is that in the event of a blown triac it is still
possible to turn the light off.

This applies to all X10, in order to pick up the X10 signal there has to be
a small leakage even when the device is off. Dont stick your fingers in the
lamp holder !

This also applies to homebuilt dimmers using triac's to be safe you really
need a traditional relay in series to remove the risk, but this adds cost.
