You could try setting IRQ11 to a legacy setting in the BIOS, and therefore
force a rethink of IRQ's. Hopefully one of the two devices would pick on
IRQ7. Then re-enable IRQ11 in the BIOS.

domain admin to try that.

I've never used Win2K, but I seem to remember under either Win95/NT there
was a check box on the device proporties that said "Use Default
Settings"
or something similar, this stopped you changing any of the hardware
settings for a device, is that the case inder 2k?
