The best tool for Windows is probably mIRC (www.mirc.co.uk) The server I
use for EFnet IRC is irc.ins.net.uk, which might be one of the default
choices with mIRC. The channel name we use is #ukha

The channel is occupied all the time, and isn't very high traffic, but
that's usually because there's only a few people there.

It can also take a while for someone to spot you're there, although mIRC
can flash on the tooldbar when a new line of text appears and your in a
different window.
