Infrared Transmitter

I'm still having a few probs with this,

appears to work fine, when power applied sits there with neither led or
IRLED illuminated, if I disconnect the receiver circuit both the led and
IRLED illuminate and stay lit.  I'm thinking I may of toasted the IR
receiver by connecting 12v to the receiver circuit, is there any way to
supply the receiver with 5v and the rest with the required 12v without
having to use two power supplies.

any suggestions or ideas much appreciated.
