AFAIK, 418MHz is the standard UK RF system, 433 is the standard EU system,
but has only been allowed in the UK for automotive use.

Having looked down at the January 1999 LPRA News in front of me, I see

"LPRS of Witney, Oxfordshire, announce that they can now supply a wide
range of radio modules for use at 433MHz.  This frequency has recently been
opened up for general purpose telemetry in the UK, where is was previously
restricted to car alarm keyfob transmitters, althought the band has been in
general use in Europe for some years.  The only restriction now for the UK
is that audio is not allowed in this band [...snip...]

The change probably happened at the start of this year.
