Although you are breaching your terms, you can indeed run ftp and http
servers on an NTL cable modem. You don't even need a non-standard port.

You can of course run telnet/ssh/smtp/pop3 and many others.

If you can get it, and can afford it, it is a no-brainer. Only downside
compared to ADSL is the upload speed is only 128kbit rather than 256kbit,
but its half the price anyway so not a real complaint.

Downloading is pretty similar 50-60Kbyte/sec
