Leviton 49660 Stripper



I've inherited a leviton 49660 wire cutter/stripper.  I've figured out
how to use the notches at the front to strip the outer jacket from cat
5 cable, and there's a cutter between the handles that seems self
explanatory, but I can't figure out what the other blade between the
handles is for.  Since it doesn't meet the other handle, I'd guess it
is some sort of stripper for the paired conductors, but I don't seem
to be able to make it work.  Is that what it's for? Is there a trick
to it?

>From what I can tell, this tool is no longer in production, as the
leviton web site returns a user guide for a different tool.
