The reality is that after the event there was precious little that the
government could do.  The US government should have had forced oil companies
to have contingency plans in place to handle such a catastrophic failure and
they should have verified the feasibility of these plans, not just take the
oil companies word that they can contain any likely spill. The MMS and the
industry it was supposed to regulate were just too close to each other.
