it only takes once, and you are dead.  risk is unrelated to vulnerability.

this corner (http://media.concealedcarryforum.com/thug.wmv) wasnt a "tough
place", but all it took was one thug happening through to change that.
virginia tech isnt a "tough place" but all it took was one bad guy with a
gun to change that.  those students had every expectation of being secure,
and because nobody had a gun it was easy hunting for the bad guy.  ft. hood
wasnt a bad place, but again due to the lack of a firearm in the hands of a
responsible adult, the bad guy was able to impose his will unresisted.

you havent seen evil in 24 years.  youve been lucky.  all these places (if
youd like i can compile a list that would fill a library) where very bad
things have happened survived without seeing evil for much longer than
that....and then without warning evil struck.  it can happen anywhere at any
time.  most people will never need to use a gun to defend their lives, but
for those who do the absence of a gun can make the difference in going home
in a car or going home in a box.  we sell security systems despite that most
homes/businesses will never be robbed.  this is no different.
