I'm aware of one from Roselle, NJ, that has (had?)
the buck-a-month deal. Are they who you mean?

Coincidentally, they're on Walnut St. Many years
ago I rented a house just off that street though I
doubt they even existed then.

I don't know why you call them hucksters. I'm not
disagreeing with you, just don't have much info on
them. I have no idea if they give good, bad or
"other" service.
