Well, actually.... I always set the FPS at the most that the customer
wants it at. If he is willing to sacrafice retention time for
streaming video, that's his choice. I always try to determine ahead of
time what amount of time the client feels is reasonable to retain.
Then I quote the prices for DVR's with the size of hard drives that
will give him the time he wants at 30FPS. If the price is too high
then he has to settle for lesser FPS.  Also, giving him the greatest
frame rate up front allows him to adjust downward in the future should
he desire more retention. If we start out at a low frame rate, he's
got nowhere to go later. What it comes down to is that I don't sell
"packages". I sell custom systems that attempt to meet ALL the
requirements of the client at a price he is willing to pay. There are
always compromises due to the expectations of the customers exceeding
the capability of the equipment, at the price they are willing to pay.
However, I find myself spending more time telling the client what NOT
to expect than I do telling them about the capabilities of CCTV. In
the past there were just too many times that after an installation I'd
get something like.... "Oh, I thought I'd be able to see the license
plate numbers on all 500 cars in my parking lot".  "They can do it on
CSI !!"

And, of course, there are some situations where even 30FPS isn't fast
enough to see what you have to see. I think I've mentioned it here
before but some years ago, I was asked to set up a VCR recorder with 2
cameras at a bar. The owner wanted to catch the bar tenders skimming
from the take for the night. There were 4 cameras on the job and even
set at continuous recording, you couldn't see the bartenders take the
money because they were too fast for the VCR handling 4 cameras. It
had to be done with one camera and one VCR. I had the people from
Vicon on the site and they couldn't believe it until they saw it.
