Jim,

He said that while listening in on the line it would go off hook had dial
tone for a few seconds then it would dial.  It was just not either sending
the one(1) or the one(1) was not being heard.

At this point it is working.  He(my friend) is on vacation for a week.  I
will pass on your input and phone number.
