He is probably looking at ones that were done under builder programs. They
were getting full packages. The multi-family ones I was doing, townhomes,
apartments and condos, were all full perimeter. Some of those were "free"
with long term contracts for all units, monitored or not. They were doing
what ever it took to get the multi-family program up and running. I think it
is gone now.
