There's no tariff against it but they may claim there is because they
like having the protector (demarc) where they can gt at it easily.
Unfortunately, where they like to intall it access is easy for the
thief as well.

Since I've never worked with the Lybx I'll leave those questions for
someone else to answer.

No, but why would you want to monitor arm and disarm signals anyway?
Those are usually provided for businesses but rarely used for
residential applications.
