Use a DSC RM-1 relay or similar http://www.smarthome.com/7505psr.html
connect the red and black wires to the red & black terminals of the bell
output on the DSC. Connect the white wire to the common input of whichever
device you choose. Use either the green or yellow wire depending if you use
a N/O or N/C input on the device of your choice. When the bell output is
activated the relay will operate and activate the cell phone dialer. If the
cell phone interfaces work as advertised then they will call your cell
phone.
