I was assuming they wanted to be able to open the window between say 0 and 6
inches eg Enough to provide a breeze but not enough for someone to get in.
No need for a screen etc
The length of the string controls how far the window can be opened before
the alarm sounds. The rigid stay..

allow people to control how far it's open upto that length and to stops the
window swinging closed/open further in the breeze.
