I don't know how you do things in the US but here in the UK you ask the
seller "who owns the alarm" or "is the alarm included in the sale".  It's
not rocket science.

During a house purchase the buyer and seller exchange written questions and
answers via their legal representative. A list of items the seller is
planning to take is also exchanged. Anything else is assumed to be included
in the sale and forms part of the sale contract.  If the seller does not own
what he is selling then he is in breach of contract.
