Actually I have transported firearms when traveling by air with no problems.
They need to be cleaned to keep from setting off the chemical bomb sniffers
(even if they aren't clean all they do is a more thorough inspection) , and
ammunition must be packed in either factory boxes or ammunition boxes that
hold the shells similarly such as the plastic boxes reloaders use for their
ammo. Guns must be unloaded and shipped in FAA approved gun cases.
Basically that means a locking hard case. When you check in you inform the
ticket clerk you are transporting a firearm(s) in your luggae and they open
and take a look at the guns you are transporting. Mostly all they check is
that the gun is not loaded, and that ammunition is not loose in the case.
That's it. My wife who is not a gun person has transported family heirlooms
across by air a country a couple times with absolutely no problems. They
actually were more suspicious of her when she was traveling with an empty
gun case planning too pick up a gun than when she returned actually carrying
it. There was no paperwork involved by the feds, FAA, or airlines the last
time we transported a gun across country.
Basically:
You declare it at check in.
They inspect it. Sometimes at a different location than regular bagage
check.
You hand them the keys and they lock the case. They return the keys to you.
You recover it at the other end where they secure luggage. Usually where
they store lost luggage.
Really pretty easy.
