Extreme CCTV makes the license plate
capture cameras. They have models that
can read a plate off a vehicle traveling over
100 mph. The following are primarily used
for automated enforcement (tolls, speed
traps, etc.):

Honeywell also makes a few cameras for
the purpose but they don't capture the
tag data as text like the Extreme CCTV

AFAIK, the ones used as police "dash cams"
are mostly conventional CCTV cameras and
recorders. There may be some departments
using license plate cameras in their cruisers.
They come with a hefty price tag though, so
I would assume most PDs aren't using them.
