Rep. Mark Foley, a six-term Republican from Fort Pierce, announced
today that he is resigning from Congress following reports of
inappropriate e-mails he had with teenage pages and interns.

"I am deeply sorry and I apologize for letting down my family and the
people of Florida I have had the privilege to represent," Foley said in
a statement.

Foley, 52, faxed his resignation to Gov. Jeb Bush at 3:41 p.m. and also
sent a copy to House Speaker Dennis Hastert.

"I hereby resign as the representative of the 16th Congressional
District of Florida, effective today," Foley wrote in the one-sentence
letter.

Hastert told reporters he has asked the head of the board that oversees
the pages "to look into this issue regarding Congressman Foley. We want
to make sure that all our pages are safe and the page system is safe.
... None of us are very happy about it."

Foley's resignation immediately will be felt in the campaign for
Foley's District 16 seat, where Democrat Tim Mahoney was waging a
fierce campaign to unseat the incumbent.

It was unclear how Foley's place on the November ballot would be
filled.

A spokeswoman for Gov. Jeb Bush said she believes the Republican Party
of Florida will choose a new nominee for November.

Foley's name might have to appear on the ballot, but if so, any votes
for Foley would go to the new nominee.

The secretary of state's office was researching the issue and planned
to issue a statement today.

Jeff Sadosky, communications director for the Republican Party of
Florida, issued a statement that the party's lawyers were reviewing
state, federal and party rules and laws to determine how to replace
Foley on the ballot.

Florida Democratic Party Chair Karen Thurman, who had served with Foley
in the state Senate and in Congress, said in a statement that "today's
news is disturbing.

"As a public servant, there are two things Congressman Mark Foley needs
to do now, out of respect for all Floridians: "Come clean and get help.

"Congressman Foley needs to seek counseling in addition to accepting
any consequences related to the law."

Foley drew a sharp rebuke from fellow Republican Rep. E. Clay Shaw of
Fort Lauderdale, who has represented a portion of Palm Beach County
with Foley for 12 years.

"This type of behavior is what I try to protect my grandchildren from,"
Shaw said in a statement. "It is unacceptable. He should have resigned.

Members of Congress are responsible for protecting the most vulnerable
among us - our children. I support the Speaker's decision to
investigate the Page Program.

Foley's lightning-fast resignation came a day after news reports broke
about his five e-mails with a 16-year-old former Congressional page
from Louisiana who passed them on to a Congressional staffer with the
comment that they were "sick, sick, sick, sick."

In the e-mails, Foley asked for a photograph of the page, how old he
was going to be on his birthday and what he wanted for his birthday.

The page relayed Foley's e-mails to a staffer for Rep. Rodney
Alexander, R-La., who had recommended the student for the page
position.

Alexander told The Palm Beach Post that he became aware of the e-mails
about 10 months ago when his press secretary was asked about them by a
reporter.

Alexander said he contacted the page's family, who said they did not
want to talk about the matter.

Alexander said the page never discussed the e-mails with him and that
his staffer, who has since left his office, did not mention them to
him.

The mother of the staffer told The Palm Beach Post that she was aware
of the e-mail exchange between her son and Foley but declined to
comment further.

Meanwhile, ABCNews.com reported that Foley had exchanged sexually
explicit instant messages with congressional interns and pages.

Foley's campaign staff blamed the revelation of the e-mails, which were
posted Sunday on a Web site dedicated to exposing sexual predators, on
Mahoney.

Mahoney's campaign denied any involvement but called for an
investigation.

Before Foley's resignation, the Citizens for Responsibility and Ethics
in Washington filed a complaint with the House Ethics Committee calling
for an investigation of Foley's conduct.

"The House of Representatives has an obligation to protect the
teenagers who come to Congress to learn about the legislative process,"
the group wrote, adding that the committee "must investigate any
allegation that a page has been subjected to sexual advances by members
of the House."

That request now becomes a moot issue because the committee
investigates only the conduct of current members.

Sgt. Kimberly Schneider, public information officer for the U.S.
Capitol Police, said they are not investigating because "it's not a
police matter."

Foley has been an outspoken opponent of sexual predators and served as
co-chairman of the Congressional Missing and Exploited Children Caucus.

His legislation to require convicted sex offenders to register and
report their whereabouts more frequently was signed into law in August.

I am a devout Christian and I cannot imagine voting GOP. My 'hot'
issues are poverty, education and the environment and time and time
again the GOP have failed in all of these areas. Jesus didn't have
anything to say about gays, but he had ALOT to say about the poor. I
think the GOP would be better off letting go of their obsession with
the gays and worrying more about doing the work of the Lord; helping
the poor, feeding the kids, etc. If they did that, they would have my

there seems to be something about being closeted in a very oppressed
environment like republican politics or the catholic church and acting
out fantasies about teenagers. a study should be conducted to determine
if such behavior origiinates within the individual's own past or is a
product of oppression and living a very rigid lie. that could explain
not finding the same high levels of such behavior in more liberal
segments of society.

Steve, you are correct that Foley is a sick man. What gets lost in the
discussion is the fact that up to this point, there is very little that
he did that was illegal. Perhaps we need to re-write the laws to cover
"grooming," such as he was apparently doing with these young pages.
You and I would not serve hard time for even those dispicable IMs and
emails. I suspect that he will be prosecuted if there were any laws
broken, and he needs to be prosecuted if he broke the law.

Foley is a sick man who needs to be locked up-he is preying on
minors. It doesn't matter that the "boy" was almost 18 or that he
is legal in some states. What matters is that Foley gets the same
punishment as you or I would get and not be allowed to call in special

Foley will not do "hard time"- What he did was creepy and
questionable, but really not a horrible felony. He only talked with
underage boys online. The guy is a pervert, but not really a criminal.
I think other congressmen didn't know how serious of an issue this
was and what exactly he was saying online. It is not a conspiracy! Nor
does any of this have to do with Jeb Bush. Foley takes the blame

Fact: The deficit makes things like social security, medicare, defense
and other domestic programs difficult to fund properly. If our deficit
is almost twice the size of the s.s. budget, its not difficult to
figure out what needs to happen.

Iraq is financially killing our US budget. If this war keeps up NO
foreign country will want our debt.

Our trade deficit has gone OUT OF CONTROL.

Foreign Central Bankers have already DUMPED the US Dollar by the
boatloads.

Foreign countries are now holding GOLD instead of our US Dollars.

Soldiers and Iraq's are dying by the day, relative to all the lies we

I wish that the deficit news was a"long term"good news story" A
conservative government watchdog group has already said it will jump
back up in the next two years. There has got to be a better way!This in
the end hurts all Americans, in way or another.

Seems to me, if the earlier post that the legal age of consent in the
states where the electronic transmissions traversed (I wonder how
routing will play in internet-evidence-based cases?), then the story is
done. Having once spent almost 365 days as a 16-y.o., maybe it's a
product of a good private Catholic education, I was smart enough to
know (in large part) who was up to what in their dealings with me ...
now, at about 10-11 ... probably nowhere near as much, but these
'kids' were 16-y.o.

Don't forget, nobody is saying there is something wrong with being
"gay." The outrage is that Foley was preying on underage boys.
Pedophilia is horrendous and criminal. Send all who knew (and enabled
Foley to engage in his pedophilia) straight to PRISON! Including the

The significance of this story has nothing to do with Jeb Bush. The
point of the story is that much earlier than those involved have
admitted, Foley was being avoided by the President. If you agree with
the premise that in politics congressmen are invited to events in their
own district at which the President of the United States is appearing,
somethign was wrong in Foley land and the President and staff knew it
much earlier than anyone in the White House or Congress has admitted.

Does it surprise you that there is dirty laundry and attempts to cover
it up in both political parties?! Greed and political deal making is
not a "party" issue, it's a "people" issue. If / When a
democrat or republican is caught breaking the law, they need to be held
accountable by the legal system and by the people at election time.
I'm thinking this is one of the things our guys are fighting for over
in Iraq. Rule of law and right over wrong.
