I think this is fortunate, because the agencies tend to think long-term as
opposed to the constant politics and 'flavor of the week' decision making
that rules administrations and congressional committes. The 'business end'
of intelligence agencies, the feet on the street and relationships and spies
and such, could not exist that way.
