Fire alarms are a whole different issue from security systems.  In BC and
Alberta (the two provinces I've worked in), the manufacturer (or their
authorized representative) does the verification on the installation which
includes programming the system to meet the specifications provided by the
Engineer.  The master programming password is intentionally changed from
default to prevent anyone but the individual company responsible for the
verification from accessing the system and changing the parameters away from
the programmed ones approved and sealed by the Eng.
