Two reasons really
1) I've never really thought of xPLHal as being separate from xPLHal
Manager (my bad, I guess)
2) I don't want to rely on something that's not a mandatory part of an
xPL installation - and I don't think it should become mandatory, since
it should be perfectly legitimate to invent with alternative methods of
handling messages.
