xPLHAL issue with changing it's instance ID

Howdy,

I believe I'm seeing a problem with xPLHAL in how it handles it's instance
ID (for xpl-xplhal.instanceID) being changed.

In short, if I send a request to change the instance ID of xPLHAL (with a
newconf=myNewName), xPLHAL immediately installs the new instance ID and
starts broadcasting with the new name.

However, it does not first send an hbeat.end out before it changes it's
instance ID.  The result is that, for other devices tracking xPL devices,
the xPLHAL instance appears twice -- once with the old and once with the
new
instance.  Granted, the old instance will eventually time out, but
shouldn't
xPLHAL send a hbeat.end (or config.end) before doing so?
