Just to clarify a few points:

I can confirm that it doesn't cause xPLHal to crash.

If xPLHal can't start it's hub because another is already up, all it
does is write an entry to it's internal error log to tell you it
couldn't start it's xPL hub.

Yep - this was indeed a bug in the monitor.

Also of note, the monitor does not use V3, and neither do any builds of
xPLHal currently in circulation.

I have just made the necessary mods to the official xPLHal source
distribution so that xPLHal now uses V3, and am currently testing it.
