Only if you want to

It shouldn't matter what's running as a hub, as only one can

xPLHal won't fail because it can't launch it's hub, it tries to start the
hub and if it can't because there's one running it carries on as a client

I have hubs enabled all over the place, and after a reboot everything
always
works regardless of the boot order

Not sure why you're having a problem. But you can disable hub support in
xplmedianet to see if it helps
