Actually, there is. However, it was not part of the original X10 spec (was
added later, about the time the extended data stuff was added). As such,
some older X10 devices do not respond to it (but they don't freak out about
it either).
The CM11 may not support sending it, but the HomeVision (amongst others)
does. Since x10.basic supports more advanced things like extended commands
and preset dim, I think there is a strong argument that "all units
on"
should be added (with the caveat that it may be ignored by the X10
transmitter if the transmitter cannot handle it).
