Quick schema queries

Are x10.basic messages permitted to send the "ALL_UNITS_ON"
command?  It
is missing from the list of valid commands (both on the old site and on
the wiki).  I was about to add it when I worried that perhaps it was
intentional.  'ALL_LIGHTS_OFF' was in the list twice - I've corrected
this on the wiki copy only.

I went to read the osd.basic schema on the wiki and it hadn't been
copied over yet so I took the liberty of doing it.

One thing that did cross my mind as I copied it.  Everything is in upper
case, but Ian mentioned in passing a while back that:

name section (and indeed all sturctural elements of the message) must
be lowercase

I left the case unchanged, but I guess these should really be converted
to lowercase to avoid confusion?  (And converting the schemas when they
are copied would be reasonably efficient time to do it.)

I'll happily update osd.basic depending on the answer to this question,
but I'm not volunteering to do them all. ;-)

Also, would I be correct in thinking that values from predefined sets
of constants - such as the X10 command values or 'write', 'clear', etc
commands in the osd.basic schema - should also be lower case now?

Obviously, I'm thinking sending here and being flexible about receiving
upper/mixed case.
