Error Message xpl monitor

Hi
I posted this error message a couple of days ago in the hope that
someone could interpret what my problem is. I get the following
error message when I click on xpl monitor?

To enable just in time (JIT) debugging, the config file for this

application or machine (machine.config) must have the

jitDebugging value set in the system.windows.forms section.

The application must also be compiled with debugging

enabled.
