Do you have xPLHal installed?
If so, fire up xPLHal Manager and look at the xPL Monitor (it's on the
Tools menu).
You can then see whether your message is being seen by the xPL network.
If you don't have xPLHal, there is a stand-alone xPL monitor available
from Tony's xplhal.com site.
As to why the packet isn't being picked up by the Rio:
What address are you sending the packet to when you transmit from your
hardware device?
It should be 255.255.255.255, port 3865, but I believe some embedded
Ethernet chips have trouble with broadcasting of UDP packets.
