Doh!  That was it.  Your hub running as a service, mine as an app.
When I ran mine as a service, it got the mutex handle and took over
as hub when I stopped yours (now we all need to implement that new
clients file format).

However, this does present a problem.  xPL has always been a mixture
of apps and services, and it should be possible for any of them to
take over as hub.  If the mutex can't be accessed by both apps and
services, that puts a bit of a spanner in the works.
