Hi,
Just returned from a ski holiday, so my head is fuzzy (didn't sleep on the
bus).
I agree with the simple text file to store the clients data. I
wouldn't store it as a binary file but keep it human readable.

I.e.
port, interval, last hbeat in UTC yyyyMMddhhmmss format
Converting local time to UTC is provided by the .Net framework.
Just my 2 cents.
