problem w/ xplhal built in xap hub

i've been using xplhal's built in xap hub to bridge xap messages
to/from xpl.  one thing i've noticed is that the hub does not pass xap
messages from one xap app to another, it just allows xplhal to
send/receive xap messages.  is this a known problem?  thanks.
